I think you will be interested to ase the
enclosed despatch from the Officer Administering the
Government of HongKong on the subject of the Colony's
Military Centribution.
I understand from a private letter which
has been received from Mr. Severn that the unofficial
members of the Legislative Council of the Colony
are frantic about the Centribution, though they have
not yet gone to the length of resigning in a body as
the unofficial members of the Legislative Council of
the Straits Settlements did in 1895.
It is,
however, te be gathered from the language which Mr.
Severn uses that it is quite possible that the
unofficial members may yet take this step.
